What factors led to the formation of Special Area Development Authority?
The city of Gwalior is designated as a Counter Magnet City in the NCR Plan 1989. It is one of the five Counter Magnet cities which are to play a role in reducing population pressure on the growth of the capital region and the city of Delhi. Gwalior city with its size and location, especially its proximity to Delhi and connectivity by rail, on the main southern route, air facilities and potential for growth, is poised as a major economic player in the region.

What are the ongoing and forthcoming projects of SADA?
Water supply works, two service reservoirs, 33/11 kVa substation, transmission and distribution lines, and development of city forest are the ongoing projects of SADA.
Another ongoing project is the development of a six-lane arterial road of which three arterial roads of 54 km have been completed. Around Rs 32 crore has been invested on these roads providing connectivity from NH-3 to CMA. The roads are: Agra-Mumbai NH from Rairu to Tighra CMA, Agra-Mumbai NH from Purani Chawani to Counter Magnet Area, and Agra-Mumbai NH from Motigheel to Counter Magnet Area.

An integrated township is yet another ongoing project. The total area of SADA is 30,000 hectare. The core area of 'development plan 2011' consists of 9,000 hectare of which 2,000 hectare is to be developed in phase-I. Around Rs 700 crore investments will be made and funds will be provided by the NCR. The master plan for phase-I is being developed. It is located near Tighra reservoir, a huge lake and a range of mountains spread all along the CMA. The residential, institutional, commercial and recreational area will be developed with modem facilities and qualitative life. Around Rs 90 crore has been already spent on infrastructure development. Revenue will be generated from these areas. Around 5,000 residential and 12 institutional plots have been allotted to subscribers, and private entrepreneurs have shown interest in investing in various fields such as educational and commercial activities in CMA.

The other projects are water supply distribution, development of housing (work will commence in a month's time) and sewerage disposal system (whether through conventional or root zone will be finalised in 15 days). To meet the power requirements of CMA, construction of 132/33 kVa substation has been completed at a cost of Rs 16 crore.

What are the future plans of SADA?
Our future plans are establishing an SEZ in Counter Magnet Area, implementing an economic and employment oriented scheme, an airstrip, and developing recreational, residential, city forest, commercial and institutional areas.
